As a U.S. Department of Housing and Community Development (HUD) formula grant recipient, the City of Orlando is required to submit an Annual Action Plan in order to receive funds under the Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), HOME Investment Partnerships (HOME), and Housing Opportunities for Persons with AIDS (HOPWA) formula grant programs.

The Program Year 2023 Annual Action Plan is a component of the 2021–2025 Consolidated Plan.

The proposed Annual Action Plan describes specific activities to be carried out under four (4) HUD grant programs to meet the overall Consolidated Plan goals and strategies to develop viable urban communities by providing decent housing, a suitable environment, and expanded economic opportunities for extremely low and moderate income persons/households with incomes not exceeding 80% of the median family income for the Orlando Metropolitan Statistical Area.

The total amount of funds anticipated to be available under the City of Orlando’s Program Year 2023 Annual Action Plan for Housing and Community Development Plans is $9,561,597.00, plus reallocated funds from previous years.

Input in developing the Program Year 2023 Annual Action Plan was secured through a series of public hearings, public notification, and participation of the CDBG Review Committee, the ESG Review Committee, and the HOPWA Review Committee.

A Public Notice was published on the City of Orlando’s website on June 14, 2023, and in all zones of the Orlando Sentinel, in English and Spanish, on June 14, 2023, announcing that draft copies of the document were available for public review.

Draft copies were made available to area libraries and online at www.orlando.gov/housing.

Citizens were asked to submit comments on the draft documents from June 14, 2022, through July 16, 2023.

All comments received will be in the Action Plan.

Upon City Council approval, the 2023 Annual Action Plan will be sent to HUD for review and comments. Upon HUD’s approval of the document and review of the final document by the City Attorney’s Office, the City of Orlando will enter into an agreement with HUD for receipt of the Program Year 2023 funding under the CDBG, ESG, HOME, and HOPWA programs.

A total of $9,561,597.00 is anticipated to be awarded to the City of Orlando under the Program Year 2023 HUD grant allocation.

This total amount comprises the following grant allocations:

1. CDBG Program — $2,424,636.00

2. ESG Program — $206,553.00

3. HOME Program — $1,385,671.00

4. HOPWA Program — $5,544,737.00

In addition to these anticipated Program Year 2023 grant allocations from HUD, the City of Orlando plans to reallocate an estimated $1,323,009.00 of CDBG funds from previous years to carry out the activities identified in the 2023 Annual Action Plan.

Approving City of Orlando’s Program Year 2023 Annual Action Plan to be submitted to HUD for review and approval and authorizing the Mayor to execute the corresponding grant agreements for the CDBG, ESG, HOME, and HOPWA Programs, subject to review and approval by the City’s Attorney's Office.
