Subject:Ordinance No. 2022-45 Relating to Parking and Loading; Updating the Requirements for Driveways, Parking Spaces, Off-Site Parking Facilities, Parking Garages; Modifying the Boundaries of the Downtown Parking Area and Amending Definitions; Clarifying Terms (LDC2022-10006)(Economic Development)
Summary:

The City of Orlando proposes several amendments to the parking regulations of the Land Development Code. Specific sections to be amended concern driveway dimensions, commercial and multi-family parking requirements, off-site parking options and minimum parking requirements downtown. 

The regulations being amended include:

Driveway standards

•Combine standards for single-family dwellings, duplexes and tandems
• Clarify standards for townhomes, multi-family and non-residential driveways and curb-cuts
• Update a table and graphics (Sec. 61.240)
• Allow certain stone driveways to remain through an administrative Modification of Standards (Sec. 65.302)

Parking spaces

•Clarify locations and dimensions including within garages (Sec. 61.302)

Off-site parking facilities

• Revise types and provide allowable locations, standards and review processes (Sec. 61.303)

Parking Garages

•Add design and screening requirements (Sec. 61.307)

Number of Required Parking Spaces

•Revise options for relief from the requirements (Sec. 61.323)

Downtown Parking Requirements

•Modify the boundaries of the Downtown Parking Area, divide it into zones A and B and remove minimum parking requirements within Zone A

• Delete the requirement to pay into a fund when providing more than the maximum allowed number of spaces

Definitions

• Delete definition of Efficiency Apartment (Ch. 66)

The Municipal Planning Board (MPB) recommended approval of this item at its May 2022 public hearing. City Council approved the item on 1st reading/hearing on July 18, 2022.

No fiscal impact.

Recommended Action:

Adopting Ordinance No. 2022-45 and authorizing the Mayor and City Clerk to execute the same, after final review and approval by the City Attorney’s Office.
