| | | | | | | | | Subject: | Affordable Housing Advisory Committee Report of Recommendations to Encourage and/or Facilitate Affordable Housing | | Summary: | Florida Statutes 420.9076 requires each municipality participating in the State Housing Initiatives Partnership (SHIP) Program to establish an affordable housing advisory committee. Starting in 2020, this committee must meet annually and, the advisory committee shall review the established policies and procedures, ordinances, land development regulations, and adopted local government comprehensive plan of the appointing local government and shall recommend specific actions or initiatives to encourage or facilitate affordable housing while protecting the ability of the property to appreciate in value.
The recommendations may include the modification or repeal of existing policies, procedures, ordinances, regulations, or plan provisions; the creation of exceptions applicable to affordable housing; or the adoption of new policies, procedures, regulations, ordinances, or plan provisions, including recommendations to amend the local government comprehensive plan and corresponding regulations, ordinances, and other policies. At a minimum, each advisory committee shall submit a report to the local governing body that includes recommendations on, and annually thereafter evaluates the implementation of affordable housing incentives in the following areas:
1. Expedited Permitting
2. Ongoing Review
3. Affordable Housing Inventory
4. Impact Fees
5. Flexible Densities
6. Reservation of Infrastructure Capacity
7. Accessory Dwellings
8. Alternative Development Standards
9. Flexible Lot Configurations
10. Alternative Transportation Standards
11. Support Accessible Development
