| | | | | | | | | Subject: | Ordinance No. 2021-79 Amending Chapter 10, entitled “Bicycles, Scooters, Micromobility Devices and Bicycle Paths” Providing for the Issuance of Permits for Scooter Sharing Services after an RFP Process, and other Updates to the Administrative Components of the Micromobility Program (Transportation Department) | | Summary: | The Ordinance includes amendments to Chapter 10 of the Code of the City of Orlando, to issue a limited number of permits for micro-mobility services through a Request for Proposal (RFP) process. The changes will ensure continuous services for residents.
Based on outcomes from the pilot program and review of other peer city programs, additional procedural and administrative updates to the micro-mobility program are provided, including:
- Increasing ride fee from $0.25 to $0.30 for scooter trips
- Establishing uniform speed of 10 mph for all scooters (brings seated scooters down from 15mph and allows riding on sidewalk)
- Reducing relocation time from 2 hours to 1 hour
- Adding option to implement administrative fines ($100 per violation) for violations of the chapter such as failure to comply with relocation timing and restaging requirements
- Other administrative updates, including expanding the Transportation Director’s authority to administer the programs for bicycle and scooter sharing services
