Ordinance No. 2020-63 Amending the Orlando Lutheran Towers Planned Development Zoning Ordinance to Increase the Maximum Impervious Surface Ratio and to Remove Approximately 0.22 Acres of Land (410 and 416 Mariposa Street) From the Planned Development Zoning District, Such Land Being Generally Located on the South Side of Mariposa Street Between South Osceola Avenue and Lake Avenue

Summary:

The attached ordinance will amend the Orlando Lutheran Towers PD, removing 410 and 416 Mariposa Street from the PD boundaries. The PD is being amended to account for 0.22 acres of land being removed, thus increasing the maximum allowed impervious surface ratio to 94%  and amending the maximum allowed unit count to 666 units where 640 would have been built. 

This case was originally heard at the June 23, 2020 Municipal Planning Board (MPB) meeting with the MPB recommending deferral to the July 21, 2020 MPB meeting in order for staff to provide more information on the density history of the Orlando Lutheran Towers PD. At the July MPB meeting, the case was recommended approval by the MPB with the meeting minutes being heard by City Council in conjunction with this request. 

Approval of this ordinance is being heard in conjunction with Ordinance No. 2020-64 which would allow the development of a new 138 unit, 170 ft. tall mixed-use senior affordable housing development with 10,500 sq. ft. of ground floor commercial space and 8,000 sq. ft. of residential amenity space (Mariposa Grove PD). 


Fiscal & Efficiency Data: No fiscal impact.

Recommended Action:

Approving Ordinance No. 2020-63 on first reading, and authorizing the Mayor and City Clerk to bring the ordinance forward at the next available City Council meeting for second reading, hearing and adoption.
