On April 20, 2020, Ms. Rebecca Wilson filed three applications to allow the development of a mixed-use senior affordable housing development (the "Mariposa Grove applications"), on behalf of AGPM Acquisitions LLC and Fl Jacksonoffice, LLC. AGMP owns approximately 0.22 acres of property on the south side of Mariposa Street between S. Osceola Avenue and Lake Avenue, and FL Jacksonoffice, LLC owns approximately 0.47 acres of property generally located between S. Osceola Avenue and Lake Avenue.
Case #ZON2020-10008 seeks an amendment to the Orlando Lutheran Towers Planned Development ("OLT PD") to remove the properties located at 410 and 416 Mariposa Street from the OLT PD boundaries. Case #ZON2020-10009-seeks a rezoning from Planned Development with the Traditional City overlay district ("PD/T"), in part and Mixed Residential-Office with the Traditional City overlay district (MXD-2/T), in part to PD/T. Case #MPL2020-10037 seeks approval of a Master Plan to develop a 138 unit, 14-story, mixed-use senior affordable housing development with 18, 500 sq. ft. of ground floor commercial, amenity space and an integrated parking garage.
On June 23, 2020, the Municipal Planning Board (MPB) held a public hearing on the Mariposa applications and voted to continue the item to the July MPB meeting. On July 21, 2020, the MPB recommended approval of the Mariposa applications subject to the conditions in the staff report. The Petitioner timely filed a request for a quasi-judicial hearing to appeal MPB's recommended approval of the Mariposa applications and a quasi-judicial hearing was held on September 24, 2020. Subsequent to this hearing, the Hearing Officer issued the attached Recommended Order, which recommends that the City Council deny the Petitioner's petition and adopt the MPB's recommended approval of the Mariposa applications. Petitioner timely filed an Exception to the Recommended Order, attached hereto. |
