Subject:Ordinance No. 2020-62 Extending the Waiting Period for Demolition of Structures in the Lake Davis-Greenwood Neighborhood (Economic Development)
Summary:

In September 2018, the Lake Davis-Greenwood Neighborhood Association submitted a petition on behalf of the neighborhood residents to designate a historic district for their neighborhood.  Per city code, this petition activates a two-year period during which any demolition application for a structure more than 50 years old must undergo a 180-day waiting period. The two-year timeframe ended on October 8, 2020.   

Due to the recent pandemic, the neighborhood was not able to complete the process for creating the district, and therefore is requesting an extension. This proposed ordinance will extend the date six months to June 7th, 2021 if the Council approves this action upon second reading on December 7, 2020.  Structures that propose demotion during this extension will potentially need to wait 180-days until the City can approve demolition if passed.

Fiscal and Efficiency Data:No fiscal impact.
Recommended Action:Approval of the attached ordinance on first reading and authorizing the Mayor and City Clerk to present the ordinance for second reading/hearing and adoption at the next available City Council meeting.
