Subject:Ordinance No. 2020-59 Approving an Amendment to the Orlando Corporate Center Planned Development (PD) (ZON2020-10012) (Economic Development)
Summary:

The attached ordinance will approve an amendment to the Orlando Corporate Center Planned Development (PD), for a ±19.3 acre parcel located at the southeast corner of S. Goldenrod Road and Marketplace Drive, north of Leevista Boulevard. The PD Amendment would specifically allow dock-high loading on the north half of Business Park parcel #13A, where currently prohibited. The PD amendment is tied to Master Plan approval of a 2-phased 159,000 sq. ft. office warehouse project with rear (east-facing) dock-high loading. The applicant is Sean Fortier, PE, KCG Engineering, for the owner, Orlando Officenter, LLC.

A master plan was previously approved in June 2008 to allow a ±350,000 sq. ft. phased office park/call center on the parcel, but permits were never secured and the master plan expired in June 2010. In July 2014, the Orlando Corporate Center DRI was rescinded, leaving the PD intact for all development-related conditions and requirements. In August 2018, Parcel 13 was split into two pieces, with the west portion, #13A, slated for Business Park usage, and the east portion, #13B, slated for Office/Multi-Family/Elementary School use. In April 2019, a master plan was approved for a new elementary school (Vista Point Elementary School), which opened in August 2020.

The proposed office warehouse project will have customer and employee parking on the west side off S. Goldenrod Road and dock-high truck loading and unloading on the east side, which includes a 135-ft. wide powerline easement adjacent to open space and play areas for the elementary school.

The Municipal Planning Board (MPB) recommended approval of the PD amendment (ZON2020-10012) on August 18, 2020. City Council accepted the MPB minutes concerning this request on September 21, 2020.

Recommended Action:

Approving Ordinance No. 2020-59 on first reading, and authorizing the Mayor and City Clerk to bring the ordinance forward at the next available City Council meeting for second reading, hearing and adoption.
