Subject:Temporary Use Permit Program for Certain Temporary Signs, Outdoor Sales & Restaurant Seating, and Small Tents (Citywide)(COVID Economic Recovery Initiative)
Summary:

The attached Planning Official determination outlines a program approved by  Temporary Use Permit for temporary signs and operations available to our businesses without a permit, which will further our businesses’ ability to operate in a safe way during the COVID pandemic, including:

1. Temporary Signage: A-Frame/Menu Board, Flag and Banner signs

2. Outdoor Retail Sales & Restaurant Seating

3. Small Tents to expand outdoor operations

 

In addition to the above, this Council item seeks authorization for the following according to the guidance established in the determination:

 

4. The above operations within City rights-of-way (i.e. on sidewalks)

 

 

Only the Council may allow these activities within City rights of way, specifically for food and merchandise sales, per Section 54.27-1(f) of the Municipal Code.  This package is part of a larger coordinated City of Orlando "COVID Economic Recovery Initiative" effort that is being advanced in phases with State requirements.

Recommended Action:

Acceptance of the Planning Official determination for temporary signs, outdoor sales and restaurant seating, and small tents, and Council authorization for the use of the City’s rights-of-way consistent with the elements of this program.
