In order to enhance the safety of the Downtown Entertainment District, a series of proposals are designed to refine the management of the City’s sidewalks.
This proposal places an approximately six-month moratorium (ending January 31, 2022) on any new outdoor speaker permits on or over the City’s rights-of-way (sidewalks) within the Downtown Entertainment District, as defined by the Noise Ordinance (copy of affected area attached). During this period, the City staff, in coordination with the Downtown Development Board/Community Redevelopment Agency staff, Police Department and Code Enforcement, will study ways to implement a reduction of overall street and ambient noise in the Downtown Entertainment District.
Further, the proposal also includes a provision that allows the City Council to set the allowable hours of operation for sidewalk cafes within the City’s rights-of-way by resolution. A separate resolution may be considered and approved by the City Council on today's consent agenda.
This proposal was approved by the Council on First Reading on May 17, 2021.
