Summary:
The attached ordinance will amend the Millenium Parc Planned Development (PD), located on the south side of Millenia Blvd. west of S. John Young Blvd., all south of Interstate 4. The eastern portion of the commercial portion of the PD is developed with a Wawa, a car wash and a personal storage facility, with the remaining three (3) parcels undeveloped. The applicant desires to construct a 5-story 109-room Fairfield by Marriott hotel on parcels 3 & 4 (2.36 acres), which is not an allowed use under the default AC-N zoning. The applicant is Peter Pensa, Avid Group & Andrew Bou-Sliman, Naples Hotel Group, represented by Rebecca Wilson, with the Lowndes Law Firm.
The Millenium Parc PD has a default zoning of AC-N (Activity Center, Neighborhood), which does not allow expressly hotels as a permitted use, so the PD must be amended to specifically allow the use (ZON2019-10017). A concurrent Growth Management Plan (GMP) Subarea Policy (GMP2019-10015) is also being adopted to ensure that other hotel/motels will not be developed within the Millenium Parc PD. Via a concurrent Master Plan (MPL2019-10045), a 5-story (61-ft. tall) 109-room hotel is proposed, requiring a full intensity bonus (to increase the maximum 0.3 FAR to not more than 0.6 FAR). In addition to the increased building height, the applicant is asking that the required 6,173 sq. ft. second use (required as part of the intensity bonus) be wholly located on the vacant 0.75-acre lot at the southwest corner of Timarron Blvd. and Millenia Blvd. Lastly, the applicants are also asking that the hotel be allowed two (2) high-rise signs within 1,000 ft. of single-family residential townhomes (to the south), with the two signs to face north, east or west.
The City Council approved the 1st reading of the ordinance and 1st reading of the GMP amendment on April 27, 2020. |
