Advisory Committee Ranking and Authorization for the Chief Procurement Officer to Execute a Contract For Ground Maintenance for City Easements Right of Ways and Brick Streets with Ameriscapes Landscape Management Inc. Being the Top Ranked Firm, RFP20-0053

Summary:

A Request for Proposal was issued on January 22, 2020 to select a qualified firm to provide ground maintenance services for City Easements, Right of Ways and Brick Streets.  Four (4) responsive proposals were received and reviewed by an Advisory Committee comprised of the following individuals:

 

Stephen Bailiff (Chair), Property Coordinator
Lisa J Henry, Streets and Stormwater Division Manager
Richard D Suggs, Street Right-Of-Way Supervisor
David P Wagg, Parks Assistant Division Manager
Cheryl Pilkington, Parks/Grounds Maintenance Program Manager

Based on the information presented in the proposals and the evaluation criteria set forth in the RFP, the firms were ranked by the Advisory Committee in the following order:

The initial contract term is three years with an option to renew for two (2) additional twelve (12) month terms.  The estimated annual expenditure is $358,489.00.

The MBE Division Manager waives the City MWBE requirements based on the facts and exigent conditions detailed in the memorandum from the Streets and Stormwater Division Manager that is attached.

Recommended Action:

Approval of the ranking established by the Advisory Committee, and approval and authorization for the Chief Procurement Officer to negotiate and execute a contract and subsequent renewals with the top ranked firm, Ameriscapes Landscape Management Inc., as indicated above.  If negotiations are not successful with the top ranked firm, approval and authorization for the Chief Procurement Officer to negotiate with the remaining firms in ranked order and execute a contract and subsequent renewals as indicated above, with the highest ranked firm with whom agreement is reached.  The final negotiated agreement will be subject to review and approval by the City Attorney’s Office.
