Summary:
The attached Annexation and Developer’s Agreement is for the ±70.46 acres property at 6050 S. Semoran Blvd. known as Park, Bark, and Fly. This property is generally located north of Lee Vista Blvd.; east of Conway Road; south of Hoffner Ave, and west of S. Semoran Blvd. The owner filed a Petition for Annexation on September 23, 2019 with said petition accepted by the City Council at its January 13, 2020 meeting.
At the January 21, 2020 Municipal Planning Board (MPB) meeting the board recommended approval of the associated cases: ANX2019-10010; GMP2019-10023; ZON2019-10025; MPL2019-10066 subject to the conditions in the staff report. City Council accepted and approved the recommendations of the MPB at its February 24, 2020 City Council meeting.
As part of the conditions of approval, an Annexation Agreement is required in order to reflect existing uses on the property. The attached agreement will addressed the following items, among others:
a) Allow the following uses: principal use parking in I-G, RV and Boat Storage in I-G, and Auto Sales + rental in AC-1;
b) Allow the existing digital sign to remain until the business close;
c) Allow existing uses to be treated as legally non-conforming uses;
d) Require landscape buffers, as shown in the Master Plan, MPL2019-10066.
The attached annexation agreement is one between the owner, Airport Parking Rental 1, LLC and the City of Orlando. The Agreement shall be recorded in the Public Records of Orange County, Florida.
The associated annexation and future land use amendment (ordinance #: 2020-20) was approved for first reading on April 24, 2020 with second reading schedule concurrently with this subject request.
