Summary:

The Finance Committee held a meeting on March 22, 2019.  The Committee reviewed the City's Investment Policy, Debt Management Policy and Interest Rate Risk Management Products (Derivatives) Policy.  The three policies are required to be reviewed annually and ratified by the City Council.

The Committee recommended changes to the Debt Management Policy for consistency with the Securities and Exchange Commission (SEC) Rule 15c2-12 that enhances transparency in the municipal securities market through regular disclosure of reportable events.  In response to the new requirements the City established guidelines and procedures for meeting these continuing disclosure commitments.  These procedures have been added to the Debt Management Policy as Item XII.  No other changes were made to the Policies.

Recommended Action:
Accept the meeting minutes and ratify the Investment Policy, Debt Management Policy and Interest Rate Risk Management Products (Derivatives) Policy, as amended.
