Amendment to Downtown Relocation Assistance Agreement with Homeless Services Network of Central Florida, Inc.
Summary:
Since January of 2016, the Homeless Services Network of Central Florida, Inc. (HSN) has been implementing the CRA’s Downtown Relocation Assistance Program (Program) through the Downtown Relocation Assistance Program Implementation Agreement (Agreement) with the CRA. The Program and Agreement both contemplate assisting chronically homeless individuals within the Downtown Community Redevelopment Area in obtaining permanent supportive housing. The Agreement was amended once in April of 2016 to refine the definition of chronically homeless to better meet the CRA’s goals with the Program. This proposed second amendment (Amendment) extends the original to be through September 30, 2021, aligning the term with the CRA’s fiscal year and providing one (1) additional fiscal year of funding and allows for two (2) 3-year renewal terms with a maximum annual funding amount of $500,000. It also provides for the funds to implement the program to be provided to HSN in advance on a quarterly basis in lieu of monthly payments in arrears as originally provided for in the Agreement.
Fiscal & Efficiency Data: None at this time. However, it does have the potential to add up to $500,000 in costs during FY 2020/21, as the agreement period would now be extended through that year (as opposed to ending after FY 2019/20).
Recommended Action:
Approve Amendment Two to the Downtown Relocation Assistance Program Implementation Agreement, authorize the Chairman and Executive Director to execute Amendment Two, and authorize the City’s Chief Procurement Officer, as CRA’s agent, to enter into subsequent renewals as provided in the amendment in the estimated annual amount of $500,000, subject to review and approval by the City Attorney’s Office.
