Release of Mortgage and Restrictive Covenant executed by Life Concepts, Inc. d/b/a Quest, Inc. in 2011

Summary:
The City of Orlando entered into an agreement with Life Concepts, Inc. d/b/a Quest, Inc. to provide One Hundred Forty-Eight Thousand One Hundred Twenty-Five Dollars (148,125.00) in Community Development Block Grant funds to rehabilitate the facility located at 1600 Aaron Avenue, Orlando, Florida, 32811.  The City recorded the executed Mortgage and Restrictive Covenant on January 10, 2012.  Life Concepts, Inc. d/b/a Quest, Inc. has fulfilled the requirements of the agreement by using the property to provide vocational services for the severely disabled for at least five (5) years.  Staff is requesting City Council's approval to cancel the note, release and discharge Life Concepts, Inc. d/b/a Quest, Inc.'s property from the lien and operation of said mortgage and restrictive covenant.

Recommended Action:
Approve and authorize the Mayor and City Clerk to cancel the note, execute the Release of Mortgage, and release of Restrictive Covenant after review of the documents by the City Attorney's office.
