Release of Mortgage and Restrictive Covenant executed by Frontline Outreach, Inc. in 2009

Summary:
The City of Orlando entered into an agreement with Frontline Outreach, Inc. on June 2, 2009, to provide Two Hundred Fifty Thousand Dollars ($250,000) in Community Development Block Grant funds to rehabilitate Frontline Outreach's youth center facility located at 3000 C. R. Smith Street, Orlando, Florida, 32805.  The City recorded the executed Mortgage and Restrictive Covenant on June 12, 2009.  Frontline Outreach, Inc. has fulfilled the requirements of the agreement by using the property for the past five (5) years as a youth facility to provide educational and recreational programs to low-income youth and their families.  Staff is requesting City Council's approval to cancel the note, release and discharge Frontline Outreach, Inc.'s property from the lien and operation of said mortgage and restrictive covenant.  

Fiscal & Efficiency Data: No Fiscal Impact.

Recommended Action:
Approve and authorize the Mayor and City Clerk to cancel the note, execute the Release of Mortgage, and release of Restrictive Covenant after review of the documents by the City Attorney's office.
