Summary:
The Orlando Gasification Plant Site Group, comprised of Atlanta Gas Light Company, Continental Holdings, Inc., Duke Energy Florida, LLC, Peoples Gas System, and the City of Orlando, has completed the Remedial Investigation/Feasibility Study (RI/FS) for Operable Unit 1 (OU1) for the Former Orlando Gasification Plant site on West Robinson Street. The U.S. Environmental Protection Agency has issued the OU1 Record of Decision and selected a remedy to accomplish the remedial objectives for OU1, as negotiated and finalized in the Consent Decree for Remedial Design/Remedial Action (RD/RA) for OU1, entered on March 18, 2015. This Consulting Oversight Agreement retains Geosyntec Consultants, Inc. as the remediation manager to oversee the design, construction and implementation of the OU1 remedy as included in the Consent Decree. The City’s share for this authorization is estimated to be $38,300. |

Recommended Action:
Approval of the attached agreement and authorization for the Mayor or Mayor Pro Tempore to execute same, subject to review and approval by the City Attorney, and authorization for the Public Works Director to execute agreements for work within the scope of the OU1 RD/RA effort under the Consent Decree, strictly limited to those agreements that are consistent with the form of this attached agreement, not to exceed the City’s share of the total cost as specified in the OU1 RD/RA Participation Agreement, and subject to review and approval of the City Attorney and Chief Financial Officer. |
