Economic Development Incentive Agreement Between the City of Orlando and Amicus Biologics, Inc.

Summary:

Amicus Biologics, Inc. (Amicus) is a Florida corporation whose parent company is Amicus Therapeutics, Inc. with headquarters in Cranbury, New Jersey.  Amicus is a global technology company at the forefront of advanced therapies to treat a range of rare and orphan diseases.  Amicus has a robust development pipeline of treatments for a range of human genetic diseases.  Amicus is committed to pursuing treatments for rate metabolic disorders, while maintaining a personal and compassionate focus on the community they serve. 

Amicus is proposing to build the first biologic drug substance manufacturing plant with associated research and development in the City of Orlando.  The proposed project is a 190,690 square foot manufacturing plant and research and development building in Lake Nona. The total capital investment for the project is between $148,850,000 and $180,000,000.

The City of Orlando proposes to provide Amicus a Tax Rebate in an amount not to exceed 25% of the City of Orlando real and tangible property taxes assessed on the property for a period of seven years beginning in Fiscal Year 2020/2021 through 2026/2027, with a maximum cumulative rebate amount over that time period not exceeding $2,094,750 and the maximum annual rebate amount not exceeding $299,250.

In addition to the Tax Rebate, the City will also support the local match for State of Florida’s Qualified Target Industry (QTI) Tax Refund Program. This local match will total $379,200 and be paid over an eight year period beginning in Fiscal Year 2021/2022 and ending in Fiscal Year 2028/2029.

The City of Orlando will benefit from the development of the first biologic substance manufacturing plan with associated research and development in the City of Orlando.  It is estimated this project will generate, depending on investment, between $989,853 and $1,197,000 to the City of Orlando General Fund.

The Economic Development Incentive Agreement includes strict accountability requirements that Amicus must meet to remain eligible for the Tax Rebate including maintaining qualifications under the QTI program.

Recommended Action:

Approval of the Economic Development Incentive Agreement Between the City of Orlando and Amicus Biologics, Inc. and authorizing the Mayor or Mayor Pro Tem and City Clerk to execute same.
