Advisory Committee Ranking and Authorization for the Chief Procurement Officer to Execute a Contract for Armed and Unarmed Security Guard Services, RFP18-0356. The top ranked firm is Allied Universal Security Services, Inc.

Summary:

A Request for Proposal (RFP) was issued on May 24, 2018 to select a qualified firm to provide armed and unarmed security guard services. Eight (8) responsive proposals were received and reviewed by an Advisory Committee comprised of the following individuals:

Ridzi Palomo, Parking Operations Manager, Parking Division, Chairperson

Joshua Alves, Parking Operations Program Manager, Parking Division

Jerry Rivera-Perez, Parking Maintenance Manager, Parking Division

David Barilla, DDB/CRA Assistant Director, Downtown Development Board

David Wagg, Parks Assistant Division Manager, Parks Division

Based on the information presented in the proposals and the evaluation criteria set forth in the RFP, the shortlisted firms were ranked by the Advisory Committee in the following order:

The initial contract term is three (3) year with an option to renew for two (2) additional one (1) year terms.  The estimated annual expenditure is $1,360,430.40.

Allied Security Services, Inc. M/WBE Praticiptaion Plan for this contract totals 18% and is as follows:

Fidelity Security Agency, LLC     MBE     18%

Allied Universal Security Services submitted a partial M/WBE participation plan in their proposal.  However, during their presentation session, a representative verbally committed to utilize a City certified WBE firm to support the City's goal.  The company has demonstrated good faith efforts.

Recommended Action:

Approval of the ranking established by the Advisory Committee and approval and authorization for the Chief Procurement Officer to negotiate and execute a contract and subsequent renewals with the top ranked firm, Allied Security Services, Inc., as indicated above.  If negotiations are not successful with the top ranked firm, approval and authorization for the Chief Procurement Officer to negotiate with the remaining firms in ranked order and execute a contract and subsequent renewals as indicated above, with the highest ranked firm with whom agreement is reached.  The final negotiated agreement will be subject to review and approval by the City Attorney’s Office.
