Summary:
Due to significant damage, the Water Reclamation Division has proceeded with an Emergency Procurement to repair a 2.8 megawatts generator at Water Conserv II. On July 7, 2017, Water Reclamation Facility Operations staff began the process of switching the plant to emergency power in anticipation of an impending storm. During the switchover, one of the three 2.8 megawatt generators suffered a catastrophic failure due to a pillar block mounting bolt becoming loose. The loose bolt caused the pillar block to became unstable resulting in the radiator fan cutting into different sections of the generator. Florida Detroit Diesel-Allison made the repairs due to their familiarity and expertise in repairing this type of generator. The estimated expenditure for this Emergency Procurement is $122,837.00.
Per City Code 7.309 (Emergency Procurement), the Chief Procurement Officer may make or authorize others to make emergency procurements when there exists a threat to public health, welfare, or safety. Any emergency procurement exceeding the award authority of the Chief Procurement Officer shall be submitted to the City Council for information.
