Summary:
A Request for Qualification Statements (RQS) was issued for the subject project on October 27, 2015 and on February 29, 2016, City Council approved the Committee's ranking and authorized staff to commence negotiations for a Contract with the top-ranked Respondent, DRMP, Inc. Based on this approval, staff proceeded and successfully completed negotiations for a not-to-exceed fee of $911,993.53.
The Agreement was amended on May 24, 2017 to provide additional services by the Engineer related to offsite inspection of prestressed piling (“Amendment I”); on May 24, 2017 to update the Plans Review Services Manpower Chart (“Amendment II”); and on March 30, 2018 to extend the time for the performance of services (“Amendment III”).
Due to unexpected delays in construction, the Contractor (Southland Construction, Inc.) for the Colonial Drive Overpass was granted a 152-day time extension making November 29, 2018 the final projected day of Contractors contract.
Approval is now requested for an Amendment to extend the Agreement through January 31, 2019 in the amount of $188,284.54 to cover inspection activities and contract administration through the completion of the project.
The City of Orlando is receiving U.S. Department of Transportation (“USDOT”) funding from the Florida Department of Transportation (“Department”) for the services solicited in the Request for Qualification Statements (DOT Financial Management Number: 434915-1-68-01). It is the policy of USDOT, the Department, and the City that all applicants, including but not limited to DBEs, have an equal opportunity to participate in the performance of federally financed contracts and subcontracts. To achieve this goal, DBEs are encouraged to compete for procurement contracts and shall have full access to these opportunities. Pursuant to the funding requirements of the Department’s grant, disadvantaged business enterprise (“DBE”) utilization shall be in compliance with applicable laws and regulations. The Department has established a DBE program in accordance with such federal laws and regulations. The City shall participate in the Department’s DBE race neutral program for this solicitation.
