Ordinance No. 2018-35 Amending the Growth Management Plan (GMP) by Adopting the 2018 Summer Cycle of GMP Amendments. (Economic Development)

Summary:

The attached ordinance includes the Summer cycle of GMP amendments for the 2018 calendar year.  A summary of the proposed amendments is attached.

  •  GMP2017-10018, Contractor’s Business Park - GMP amendment to change the future land use designation from Conservation to Urban Activity Center and create Subarea Policy S.3.5 regarding the Wekiva Overlay and undeveloped land within the subject area.  The property is generally located south of Silver Star Road, west of N. John Young Parkway, and north of W. Princeton Street and is approximately 40.9 acres in size.
  •  GMP2017-10022, Urban Design Element Policy 8.4.1 - GMP amendment to amend Urban Design Element Policy 8.4.1 regarding billboard structures and vested rights to be consistent with the current Land Development Code Section 64.277.
  • GMP2018-10003, Starwood - GMP amendment to change the future land use designations from Office Low Intensity to Conservation for 21.55 acres, from Office Low Intensity to Public, Recreational, Institutional for 54.01 acres, from Office Low Intensity to Community Activity Center for 41.52 acres, from Community Activity Center to Office Low Intensity for 0.94 acres, from Conservation to Public, Recreational, Institutional for 7.96 acres, from Conservation to Office Low Intensity for 13.51 acres, from Industrial to Office Low Intensity for 17.05 acres, from Industrial to Public, Recreational, Institutional for 3.17 acres, from Conservation to Industrial for 1.81 acres and from Office Low Intensity to Industrial for 6.94 acres. The total acreage of the future land use change is 168.46 acres.  The property is generally located south of the Beachline Expressway (SR 528), east of the Central Florida Greeneway (SR 417) and north of Wewahootee Road.
  • GMP2018-10004, Downtown Area-wide Future Land Use Policy Amendments – GMP amendment to amend Future Land Use Element Policies 1.1.6, 2.1.6, Objective 5.2 and Policies 5.2.1 and 5.2.2, and add new Figure LU-2E “Downtown School Concurrency Exemption Area”, to address vested rights for school concurrency, provide guidance regarding assignment of concurrency through the Concurrency Management process, as well as a tracking and reporting requirement that can be provided to Orange County Public Schools upon request.
  • GMP2018-10005, Mercy Drive Vision Future Land Use Subarea Policy S.3.6 – GMP amendment to establish a new Subarea Policy to address the Mercy Drive Vision Plan area and plan recommendations, which include both Vision Plan infrastructure and programmatic elements.

  • GMP2018-10006, OBT Next Subarea Policies – GMP amendment to establish a new Subarea Policies that implement the OBT Next Master Plan.

  • GMP2018-10007, Conservation and Wetlands GMP Amendments - GMP amendment to amend the Conservation Element, the Future Land Use Element and the Recreation and Open Space Element to amend objectives and policies to address conservation, trees and open space.
  • GMP2018-10008, Housing Element - GMP amendment to amend the Housing Element to incorporate policies regarding recommendations presented by the Regional Housing Initiative, the Affordable Housing Workgroup 2017 Final Report, and the Affordable Housing Advisory Committee.
  • GMP2018-10009, Recreation Element - GMP amendment to amend the Recreation Element Figures R-1A and R-1B to update the boundaries of Neighborhood Park Service Areas and Community Park Sectors and add new policies associated with the update.

Recommended Action:
Adopt the attached ordinance number 2018-35 and authorize the Mayor and City Clerk or Mayor Pro Tempore and City Clerk to execute on behalf of the City upon final review and approval by the City Attorney.
