Summary:
Staff is requesting approval to initiate Growth Management Plan (GMP) amendments for the 2019 Winter Cycle of amendments. Once initiated, the City Planning Division will prepare staff reports and schedule each case for review by the Municipal Planning Board. The amendments will then be scheduled for consideration by City Council at a public hearing (first reading of the ordinance) in December 2018, with adoption (second reading) of the amendments in January or February of 2019.
The following City-initiated Growth Management Plan (GMP) Amendments are proposed:
Future Land Use Element
- 9197 Boggy Creek Road - Future Land Use map amendment to change 5.3 acres of land in an existing conservation easement from Office Low Intensity to Conservation in coordination with the applicant's request for approval of a master plan for warehouse development on the remainder of the property.
Historic Preservation Element - Add recently designated historic landmarks:
- Davis Armory
- Municipal Auditorium/Bob Carr Theatre
- H. Carl Dann House
- Marsh House (Eola House)
- Pappy Kennedy Residence
- William Doerr Residence
Future Land Use and Historic Preservation Elements - Add policies in support of creating "Historic Conservation Districts" or something similar in the Land Development Code. Such districts are intended to preserve the character of existing neighborhoods, without requiring full review as historic structures.
Transportation Element – Update Transportation Figures 26, 28, 41, 44, 46, 48, 49, 49A, 50, 51, and 52 to reflect new transportation data and analysis.
Recreation & Open Space Element - Update Recreation Figure R-1B Park LOS Summary Table to depict Existing and Projected Acreage Capacity as of June 30, 2018. |
