A Request for Proposal (RFP) was issued on March 22, 2018 to select a qualified firm to provide Occupational Medical Services. Two responsive proposals were received and reviewed by an Advisory Committee comprised of the following individuals:

Ana Palenzuela (Chair), Human Resources Director - Human Resources Division 

John Kinloch, Employment Supervisor - Employment and Recruitment

Dwain Rivers, Internal Affairs Section Manager - Orlando Police Department

Raymond Scullian, Jr., Risk Division Manager - Risk Management Division

Kevin Preston, Fire Assistant Chief - Orlando Fire Department

Based on the information presented in the proposals and the evaluation criteria set forth in the RFP, the firms were ranked by the Advisory Committee in the following order:

The initial contract term is three (3) years with an effective date of September 29, 2018 and an option to renew for seven (7) additional one (1) year terms.  The estimated annual expenditure is $591,082.00, which is approximately $17,000.00 lower than the annual expenditure under the current contract.

There is no opportunity for M/WBE participation for this project.

Approval of the ranking established by the Advisory Committee and approval and authorization for the Chief Procurement Officer to negotiate and execute a contract and subsequent renewals with the top ranked firm, Adventist Health System / Sunbelt, Inc. d/b/a Florida Hospital Centra Care, as indicated above.  If negotiations are not successful with the top ranked firm, approval and authorization for the Chief Procurement Officer to negotiate with the remaining firms in ranked order and execute a contract and subsequent renewals as indicated above, with the highest ranked firm with whom agreement is reached.  The final negotiated agreement will be subject to review and approval by the City Attorney’s Office.
