Temporary Use Permit for Parking at 1800 S. Orange Ave.

Summary:

Orlando Health requests a temporary use permit to allow parking on its property  at 1800 S. Orange Ave. This property--formerly developed with a Subway restaurant--consists of the building slab and paved parking and drive aisles, with no landscaping or parking lot striping. It is part of the Orlando Health Planned Development, and zoned PD/T/SP. However, the Orlando Health PD does not allow for principal use parking, except for hospital-owned parking garages and valet lots. (The default/underlying zoning district of MU-2 requires a Conditional Use Permit for principal use parking).

The property has been informally used for parking for several years. Most recently, OnePulse Foundation has used the lot for parking during events at the Pulse site at 1912 S. Orange Ave. OnePulse requests to continue using the lot for visitor parking in the near future, including for an event in June.

Recommended Action:

Approve the requested temporary use permit for parking in two phases, as follows:

1. Until December 31, 2018, without any improvements to the site.

2. Any use of the property for parking beyond 2018, until December 31, 2020 (with the option for one 1-yr administrative extension until December 31, 2021) will require the following improvements:

   a. removal of the existing building slab

   b. installation of a min. 6 in. deep of DTO #4 stone or larger; alternatively, a 4 in. asphalt millings base with 1 in. of asphalt topping is acceptable. This surface must be installed in the location of the building slab (to be removed) and any other potholes and uneven surfaces of the property to ensure a smooth, uniform surface. 

   c. Installation of parking lot striping to code, delineating individual parking spaces.

   d.  Installation of landscaping to form a solid hedge min. 30 in. tall at planting, along both the Orange Ave. and Pennsylvania St. frontages.
