Summary:
The attached ordinance amends the Land Development Code to revise the requirements for development within a floodplain, including the permitting process, appeals and variances. A companion ordinance (#2018-29) is proposed to amend Chapter 13 of the City Code, related to building code requirements. After first reading, the ordinance was revised to update the definition of "substantial improvement" to match the Florida Building Code definition.
On December 20, 2017 Federal Emergency Management Agency (FEMA) issued a letter stating that the City must revise the floodplain code requirements by June 20, 2018 in order to maintain the City’s participation in the National Flood Insurance Program. FEMA provided a model ordinance that has been used to prepare the proposed revisions to City code. The revisions will ensure that the City enforces floodplain development standards consistent with Federal requirements.
The Municipal Planning Board recommended approval of the LDC amendment on March 19, 2018 (LDC2018-10000). |
