Summary:
A Request for Qualification Statements (RQS) for Engineering Services on the Wastewater Force Main System Evaluation project was issued and on July 11, 2016, City Council authorized the Chief Procurement Officer to proceed with negotiations with Tetra Tech, Inc. On December 5, 2016, City Council approved a contract with Tetra Tech, Inc. in the not-to-exceed amount of $521,778.21 for preliminary design and engineering.
Water Reclamation Division is now requesting approval of an Amendment for the next phase to include final design, permitting and bidding assistance and construction administration services for Project 1. Project 1 is the first of new alternate force mains for transporting wastewater from Lift Stations 1, 2 and 3 to Lift Station 248. Project 1 is the alternate route selected in the Preliminary Design process for the force main to transport wastewater from Lift Station No. 2. Project 1 will include a total of approximately 11,100 feet of various lengths of 20, 24, 30 and 36-inch diameter piping. Public Works staff has negotiated a not-to-proceed fee of $929,936.88 for these services.
The Minority Business Enterprise Division concurs with the Procurement and Contracts Division and Water Reclamation Division recommendations for the Amendment with Tetra Tech, Inc. The Preliminary Design phase currently underway has a M/WBE goal of 16%. Good Faith Efforts are substantiated for this phase and M/WBE Participation Plan for this phase is as follows:

Recommended Action:
Authorize the Chief Procurement Officer to execute Amendment One with Tetra Tech, Inc, as noted above, in the not to exceed amount of $929,936.88, subject to review and approval by the City Attorney’s Office. |
