Advisory Committee Ranking and Authorization for the Chief Procurement Officer to Execute a Contract for Health Care and Benefits Consultant, RFP18-0197. The top ranked firm is RobinsonBush, Inc.

Summary:

A Request for Proposal (RFP) was issued on February 27, 2018 to select a qualified firm to provide Health Care and Benefits Consultant Services. Three (3) responsive proposals were received and reviewed by an Advisory Committee comprised of the following individuals:

Antonio Blanca, Compensation & Benefits Manager - Human Resources (Chair)

Cynthia J Merrithew, Employee Benefits Supervisor - Human Resources

Rodney I Williams, Recreation Division Manager - Families, Parks and Recreation

Ana E Palenzuela, Human Resources Director - Human Resources

Deborah D Girard, Deputy Chief Administrative Officer – Chief Administrative Office

Based on the information presented in the proposals and the evaluation criteria set forth in the RFP, the firms were ranked by the Advisory Committee in the following order:

3 BB&T Insurance Services, Inc. Maitland, Florida

The initial contract term is three (3) years with an option to renew for seven (7) additional one (1) year terms.  The estimated expenditure for the initial three year term is $284,400.00.

While no M/WBE participation is provided, the M/WBE Division is continuing to work with the supplier to identify subcontracting opportunities and increase M/WBE participation.

Recommended Action:

Approval of the ranking established by the Advisory Committee and approval and authorization for the Chief Procurement Officer to negotiate and execute a contract and subsequent renewals with the top ranked firm, RobinsonBush, Inc., as indicated above.  If negotiations are not successful with the top ranked firm, approval and authorization for the Chief Procurement Officer to negotiate with the remaining firms in ranked order and execute a contract and subsequent renewals as indicated above, with the highest ranked firm with whom agreement is reached.  The final negotiated agreement will be subject to review and approval by the City Attorney’s Office.
