Ordinance No. 2018-25 annexing the subject property, assigning the Office Low Intensity future land use designation and initial zoning of O-1/SP for property located east of Center Street, south of E. Pineloch Avenue and west of Sylvan Avenue (Pineloch Place). (Economic Development)

Summary:

The attached ordinance will annex the subject property, assigning the Office Low Intensity future land use designation and initial zoning of O-1/SP for property located east of Center Street, south of E. Pineloch Avenue and west of Sylvan Avenue and is approximately 0.791 acres.   The site will become part of the Orange Michigan Special Plan.  The property is currently developed with one single family house and three multifamily buildings.  The site is being annexed in order to redevelop the site with residential and/or office.  The subject property is contiguous to the City limits and is reasonably compact.  If annexed, the property will not create an enclave.

 

The Municipal Planning Board recommended approval of the annexation (ANX2017-10007), the GMP amendment to assign Office Low Intensity future land use designation (GMP2017-10015) and the initial zoning of O-1/SP(ZON2017-10016) on July 18, 2017.  Following MPB, Orange County requested that the City also annex the rights-of-way (ROW) for E. Pineloch Avenue from S. Orange Avenue to Sylvan Avenue.  The annexation ordinance includes the annexation of this ROW.

 

The adoption ordinance is scheduled for May 29, 2018.

Recommended Action:

Approve the attached ordinance number 2018-25 on first reading and request that the Mayor and City Clerk present the draft ordinance for second reading and public hearing  at the next City Council Meeting.
