New Horizons Apartments Sustainability Showcase Project

Summary:

The Village of Orlando (TVO) is renovating a 58-unit apartment complex known as New Horizons Apartments, scheduled to become a showcase for an affordable, sustainable, and supportive housing community in West Orlando.

The renovations of the New Horizons Apartments will be retrofitted with several sustainability features, including energy efficient appliances, LED lighting, ductless HVAC, low-flow water fixtures and faucets, on-site community garden, Florida native landscaping, and more.

To support this community showcase project, the City and OUC will be providing an economic incentive to assist with installing a 40 KW solar photovoltaic array on the rooftop to generate electricity and help lower utility bills for the tenants.

The agreements being voted upon include:

  1. MOU between the City and OUC to provide matching funds to assist with the solar photovoltaic array at the New Horizons Apartment.
  2. Agreement between City and TVO to utilize the economic incentive provided strictly for the installation of the solar photovoltaic array and other approved sustainability features.

Fiscal & Efficiency Data: City of Orlando will be using the Facilities Sustainability Project cost center (FAC0007_P) for this transaction. The funding being utilized for this project is previously awarded grant funding for a community showcase project that highlights sustainability initiatives in housing, in partnership with OUC.

Recommended Action:

Approve the Agreement between City and Orlando Utilities Commission (OUC).  Approve contract between City and The Village of Orlando (TVO), in substantially the form attached.
