Disposition of City-owned Property along the east side of Chapman Ct.; south of W. South Street to SSHP LLC.

Summary:

Pursuant to Chapter 13, Section 7 of the Charter of the City of Orlando, notice was given in the Orlando Sentinel regarding this hearing concerning the proposed disposition by the City of Orlando of vacant land located along the east side of Chapman Ct. (see attached Location Map). 

The City received two proposals in response to the Notice of Proposed Disposition and Invitation for Proposals that ran in the Orlando Sentinel on March 10, 2018 and April 23, 2018.  Both proposals include the requirement of a minimum 10,000 square foot corporate training facility.   

SSHP LLC proposes a purchase price of $662,100 based upon an independent real estate appraisal in the amount of $662,100.  Snow & Associates proposes a purchase price of $700,000.  The estimated market value of the City-owned property is $662,100.

A committee of staff met to review the two proposals.  The Real Estate Manager made a recommendation to the Chief Financial Officer to accept the SSHP LLC proposal. The Chief Financial Officer is recommending to City Council to accept the SSHP LLC proposal.

The purchase price for the 33,105 square feet of City-owned property is $662,100 or $20 per square foot; the final price adjusted if necessary based upon the final surveyed gross square footage at $20 per square foot.

Recommended Action:

Approve the Chief Financial Officer’s recommendation to accept the SSHP LLC proposal; authorize the Mayor and City Clerk to execute a Contract For Sale and Purchase for $662,100; authorize the Mayor and City Clerk to execute a Deed for the property; and authorize the Real Estate Manager to execute any extensions of the closing date for the Contract and execute all related closing documents; all subject to review and approval by the City Attorney's Office.
