Ranking and Authority to Negotiate for Construction, Engineering, and Inspection Services for Shingle Creek Trail from Sand Lake Road to Oak Ridge Road, RQS18-0009

Summary:

A Request for Qualification Statements for the subject project was issued on December 11, 2017.  Three (3) firms responded to this solicitation, and the Consultants' Qualifications Board certified all three (3) firms on January 23, 2018.  On January 24, 2018, the Advisory Committee shortlisted these same firms for formal interviews and oral presentations.  After final presentations, on February 7 and 9, 2018, the Advisory Committee met to generate a ranking of the firms as follows:

GAI Consultants, Inc.

 It is the policy of  the Florida Department of Transportation (FDOT) and the City that Disadvantaged Business Enterprise (DBE) have an equal opportunity to participate in the performance of federally financed contracts and subcontracts.  There is no specific DBE participation goal on this Project; however, the Department has an overall 10.65% DBE goal it must achieve.  In order to assist Respondents in determining their DBE commitment level, the City has estimated 10% DBE availability on this Project.  CDM Smith, Inc. indicates that it intends to utilize those DBE firms as listed on the attached MBE Office Bid Summary.

This is a Local Agency Program (LAP) funded project in the estimated amount of $464,000.00.

Fiscal & Efficiency Data:

The ranking of the Respondents for these professional services has no fiscal impact.


Recommended Action:
Approval of the Advisory Committee's ranking and approval for the Chief Proucrement Officer to negotiate and execute an agreement with the top ranked firm, CDM Smith, Inc., as set forth above.  Should negotiations with the top ranked firm prove unsuccessful, approve negotiations and the execution of an agreement with successively ranked firms until a successful agreement is reached.
