Ranking and Authority to Negotiate for Professional Services for Orlando Urban Trail Gap and Extension, RQS18-0002

Summary:

A Request for Qualification Statements (RQS) for the subject project was issued on October 30, 2017.  Four (4) firms responded to this solicitation and the Consultants' Qualifications Board certified all four (4) firms on December 7, 2017.  On December 20, 2017, the Advisory Committee shortlisted three (3) firms for formal interviews and oral presentations.  After final presentations on January 5, 2018, the Advisory Committee met to generate a ranking of the firms as follows:

AVCON, Inc.

 It is the policy of U.S. Department of Transportation (USDOT), the Department, and the City that all applicants, including but not limited to Disadvantaged Business Enterprise (DBE), have an equal opportunity to participate in the performance of federally financed contracts and subcontracts. To achieve this goal, DBEs are encouraged to compete for procurement contracts and shall have full access to these opportunities. Pursuant to the funding requirements of the Department’s grant, "DBE” utilization shall be in compliance with applicable laws and regulations. The Department has established a DBE program in accordance with such federal laws and regulations. The City shall participate in the Department’s DBE race-neutral program for this solicitation. There is no specific DBE participation goal on this Project; however, the Department has an overall 10.65% DBE goal it must achieve. In order to assist Respondents in determining their DBE commitment level, the City has estimated 5.7% DBE availability on this Project.

The attached Bid Summary from the Minority Business Enterprise Office includes a listing of DBE firms included in the Qualification Statement submitted by Vanassee Hangen Brustlin, Inc.


Fiscal & Efficiency Data:

The ranking of the Respondents for these professional services has no fiscal impact.


Recommended Action:

Approval of the Advisory Committee's ranking and approval for the Chief Procurement Officer (CPO) to proceed with negotiations with the top ranked firm, Vanassee Hangen Brustlin, Inc. Should negotiations with the top ranked firm prove unsuccessful, approve negotiations with successively ranked firms until a successful agreement is reached.
