Florida Department of Transportation (FDOT) Local Agency Program (LAP) Agreement for the Orlando Urban Trail Gap and Extension Grant

Summary:
The Orlando Urban Trail Gap and Extension Grant is for the engineering design of two trail projects located in and near the Central Business District of Downtown Orlando. The first project will close a trail gap in the North Quarter area from the Colonial Overpass project to the existing terminus of the trail located at Magnolia Avenue. The second design project is for the extension of the Orlando Urban Trail connecting the Downtown South Main Street with the Central Business District using Division Avenue. This Local Agency Program Agreement is necessary to receive reimbursement of grant funding from the Federal Highway Administration through the Florida Department of Transportation (FDOT). This grant does not require a funding match from the City of Orlando and the FDOT has indicated that they may request a supplemental agreement to reflect the actual cost of the service if it is less than the original cost estimate.

Recommended Action:
Authorize the Mayor, or Mayor Pro Tem, and the City Clerk to approve and execute the original Local Agency Program agreement and project resolution, subject to review and approval by the City Attorney's Office, and as required by FDOT.  Also authorize the Mayor or Mayor Pro Tem and the City Clerk to approve and execute any required Supplemental Local Agency Program Agreements for a lower amount based on actual costs that may be required by FDOT, provided they are reviewed and approved by the City Attorney's Office. Also authorize the City’s Project Manager to request extensions to the LAP Agreement should they be necessary in order to maintain the funding.
