Summary:
The U.S. Customs and Border Protection (CBP) currently operates and maintains a secure mission-critical Land Mobile Radio (LMR) voice communications system at the Orlando International Airport (OIA) as its primary means of communications among federal, state, municipal and airport public safety personnel. The prior license agreement between the Greater Orlando Aviation Authority, "GOAA" and the CBP to provide LMR voice communication services at OIA expired several years ago and the parties have subsequently agreed that a new long term license agreement is warranted. Under the terms of the proposed license agreement, GOAA will provide the CBP sufficient terminal roof area to accommodate two radio antennas, access to an existing communication room to house a fixed radio station, including duplexers, repeaters and telephone circuit, a LAN line and required electrical service. In exchange, the CBP will provide GOAA with continuous and reliable LMR voice communication services for CBP field agents and mission critical public safety personnel at the Orlando International Airport. The term of the proposed license agreement is for 20 years, subject to earlier termination by either party upon receipt of 180 days advance written notice, and therefore requires the City's joinder.
