Subject:Ordinance 2017-72 Amending the Planned Development Zoning for the Lake Nona PD to amend the development standards, the mix of uses and conditions for development for property generally located north of the Orange-Osceola County Line, south of Dowden Road, East of Boggy Creek Road and west of Narcoossee Road (Lake Nona PD Amendment) (Economic Development)
Summary:

This PD amendment includes the following changes to the PD Development Plan (Map H) and height limit chart: 

  • Parcels 10C and Parcel 10D: Change land use from Airport Support District - Medium Intensity and Conservation to Civic and change height limit from 10 stories to 1 story to allow for a beach volleyball facility.
  • Parcel 11A:  Change land use from Residential Neighborhood to Village Center and change height limit from 2 stories to 4 stories to allow for future mixed use development.
  • Parcel 28F: Change land use to Neighborhood Center and change height limit to 3 stories to allow for residential development.

The following additional changes are also included:

  • Revise development standards for Parcel 7 to allow alternative setbacks at the Lake Nona Village Center.
  • Revise Exhibit "E" Limits of Residential Development and Exhibit "F" Conceptual Transit Alignment to reflect the changes described above. 

On October 17, 2017, the Municipal Planning Board recommended approval of the PD amendment (Case #ZON2017-10005). The MPB also approved the Lake Nona Development of Regional Impact (DRI) amendments which revised land uses for several parcels on Map H and revised mix of uses within the DRI (Case #DRI2017-10003). Also approved was a small scale GMP amendment to change 2.2 acres from Conservation to Urban Village (Case #GMP2017-10012), and GMP amendments to change the future land use designation from Conservation to Urban Village for 0.84 acres and 3.044 acres from Urban Village to Conservation (Case #GMP2017-10013). 

The GMP amendments referenced in Case #GMP2017-10012 and Case #GMP2017-10013 are part of separate ordinances on this Council agenda (Ordinance #2017-70 & #2017-71).

Recommended Action:

Approve the attached ordinance number 2017-72 on first reading and request that the Mayor and City Clerk present the draft ordinance for second reading and public hearing at the next regular City Council meeting.
