Subject:Ordinance No. 2017-51 Assigning the Planned Development zoning district for a 14.63 acre property generally located west of Narcoossee Road, north of Tavistock Lakes Boulevard, and south of Tyson Road. (Blackfin Shoppes PD) (Economic Development)
Summary:

The Blackfin Shoppes development is located west of Narcoossee Road, north of Tavistock Lakes Boulevard, and south of Tyson Road.  It is approximately 14.63 acres.  On October 20, 2015 the Municipal Planning Board recommended approval for the annexation of the property (ANX2015-00017), a GMP amendment to assign the Urban Village and Conservation future land use designations (GMP2015-00033), a GMP amendment to add the subject property in the Southeast Orlando Sector Plan (GMP2015-00034), and an initial zoning of PD for 37,000 square feet of non-residential uses (ZON2015-00030). 

Both the annexation and GMP amendments were adopted.  Prior to processing the initial zoning, the applicant requested a GMP amendment in order to impact part of the Primary Conservation Network and a PD amendment to increase the square footage of the PD development program.  On July 19, 2016, the Municipal Planning Board recommended approval of a GMP amendment to change the future land use designation from Urban Village to Conservation for 0.25 acres and from Conservation to Urban Village for 1.06 acres (GMP2015-00054).  The MPB also approved a PD amendment that would increase the development program of non-residential uses from 37,000 square feet to 75,000 square feet.   (ZON2015-00057).

This ordinance establishes the PD zoning district for the subject property with an overall development program of 75,000 square feet of non-residential uses.

Recommended Action:

Approve the attached ordinance number 2017-51 on first reading and request that the Mayor and City Clerk present the draft ordinance for second reading and public hearing at the next regular City Council meeting.
