Ordinance No. 2017-31 amending the Growth Management Plan (GMP) by adopting the 2017 Summer Cycle of GMP Amendments. (Economic Development)


The attached ordinance includes the Summer Cycle of GMP amendment for the 2017 Calendar year.  A summary of the proposed amendments is as follows;

·        GMP2017-00004, Division Avenue Subarea Policy – GMP amendment to create a new subarea policy to address the right of way (ROW) dedication and transfer of development rights associated with the ultimate Division Avenue cross section.  This proposed subarea policy will incentivize the property owners to donate the needed right of way by offering the ability to transfer development rights.

·        GMP2017-00006, Industrial FLU Allowed Uses – GMP amendment to amend Future Land Use Element Figure LU-1 to add clarification of the Industrial FLU as it relates to the I-C zoning category.  An asterisk is proposed after “Commercial (Secondary use only)” within the Industrial section of Figure LU-1.  The note shall state, Commercial is allowed as the primary or sole use within the I-C zoning district.

·        GMP2017-00007, Historic Preservation Element Figure HP-2 Update – GMP amendment to amend Historic Preservation Element Figure HP-2 to reflect recent changes in landmark status for three historic sites within the City of Orlando: the Bob Carr Theater, the Armory and the Carl Dann House.


The first reading of the ordinance was heard on June 19, 2017.

Recommended Action:

Adopt the attached ordinance number 2017-31 and authorize the Mayor and City Clerk or Mayor Pro Tempore and City Clerk to execute on behalf of the City upon its final review and approval by the City Attorney.
