Recommended Action:
Staff recommends approval of the above temporary sales office and gravel parking lot by way of a 16-month Temporary Use Permit with the possibility of a 6 month administrative extension subject to the following conditions:
· The proposed improvements must be consistent with the size, dimensions, site location, and appearance shown on the plans that was submitted with this application and as described above.
· Shrubs, minimum 3 ft. in height at planting, shall be planted between all vehicular use areas and the ROW, as well as along the entire southern project boundary. Spacing must be consistent with Figure 12. Native Plan List of the City's landscaping code (Chapter 60).
· A decorative skirt must be provided surrounding the entire perimeter of the trailer so as to provide screening of the trailer's underside. Also, the areas of the trailers seen from the public right of way must have a minimum of 6 potted/container plants, per trailer, along the perimeter of the trailer.
· Mulch will not be allowed as a temporary parking surface. A stabilized gravel surface will be allowed with a paved approach for the first 15 feet of the ROW. The gravel must be at a minimum a stone size of #4.
· At the termination of the temporary use, you must remove all of the aforesaid improvements and restore the property to a code compliant condition. Termination would occur on January 7, 2019 not to include the possible administrative extension. |
