The attached ordinance amends the Growth Management Plan to reflect the recommendations of the Evaluation and Appraisal Process.  The proposed GMP amendments provide updated information, reflect new City boundaries and population projections, and incorporate planning efforts that have occurred since the last evaluation in 2007.  MPB recommended approval of the proposed amendments on January 17, 2017 (GMP2016-00024).

Section 163.3191, Florida Statutes, requires each local government to complete an evaluation and appraisal of changes to state growth management laws to determine how the local comprehensive plan must be updated to remain in compliance with state law.  Orlando’s evaluation and appraisal of its Growth Management Plan (GMP) was reviewed by the MPB on April 15, 2016, approved by City Council on May 9, 2016, and acknowledged as received by the Florida Department of Economic Opportunity on May 19, 2016. The attached ordinance incorporates findings of that report, and was approved at first reading on March 20, 2017.  The City transmitted the ordinance to state and regional agencies for review.  Review agencies requested minor changes, which are included in the adoption ordinance and described in detail in the attached response.  

Adopt the attached ordinance number 2017-19 and authorize the Mayor and the City Clerk or Mayor Pro Tempore and City Clerk to execute on behalf of the City upon final review and approval by the City Attorney.
