Summary:
Due to a U.S. Supreme Court decision, panhandling ordinances throughout the U.S. are under additional scrutiny and have hindered enforcement of the City's panhandling laws. Proposed Ordinance 2017-42 would repeal the sections 43.86 and 43.87, the City's panhandling and downtown core district solicitation ordinances respectively, while revisions to chapter 51 ensure that the City's ordinance is constitutional while still protecting our citizens and visitors from unwanted aggressive solicitation. The Proposed Ordinance would also amend sections 36.20, 43.88, and 45.02 to ensure consistency with the other amendments. |
