Summary:
The attached ordinance will amend the Park Lake Presbyterian Church Planned Development (PD), by adding a 0.38-acre parcel currently owned by the Church. The developed property consists of portions of the former Davis Park Motel and is located on the north side of E. Colonial Dr., between Highland and Irma Aves. The applicant is Susan Gantt, representing Park Lake Presbyterian Church.
The subject 0.38-acre property was previously under a separate PD that would have allowed a bank and offices, but that PD expired in late 2015, and the zoning reverted to the previous O-3/T zoning. The PD amendment will allow the church to continue redevelopment of the front portion of the former motel into an art studio, gallery or café and continued redevelopment of other portions of the motel into varied church or “arts village” type uses, as further defined in the corresponding ZON2017-00007 MPB staff report.
Motels and hotels are not a permitted use in the default O-3/T and MXD-2/T zoning districts, and the PD does not allow operation of the former motel use. The underlying future land use of the subject property is Office High Intensity, while the remainder of the Park Lake Presbyterian Church PD has a Residential High Intensity future land use designation. The proposed PD amendment will bring the total 1.9-acre property under one unified PD, with potential uses consistent with the above stated future land use designations.
The Municipal Planning Board recommended approval of the PD amendment on May 16, 2017, with the City Council approving those MPB minutes on June 19, 2017.
