Summary:
On February 24, 2012, the City entered into two agreements with Tree of Life Ministries (TOL) under the Neighborhood Stabilization Program (NSP): one agreement for housing rental services and, the second for home resale services. The Agreements allocated NSP funds to TOL for purchasing and rehabilitating eleven (11) homes located within the NSP target areas to rent or resell. TOL was unable to complete their responsibilities as stated in the Agreements and in order to maintain the NSP homes as affordable housing for the duration of the required affordability period, TOL agreed to convey the properties to the City. On September 15, 2016, City Council approved the Termination of Neighborhood Stabilization Program Agreement with Tree of Life Ministries, Inc. and the properties were deeded to the City.
The Housing and Community Development Department (HCD) intends to rehabilitate and sell the property located at 5925 Danube Way to an income-qualified buyer in order to fulfill the outstanding obligations under the NSP program guidelines.
A competitive sealed bidding process was completed to procure construction services for the rehabilitation of the property. The following sealed bids were received in response to the subject solicitation:

CRS Contracting and APL Construction Co. also submitted a bid but withdrew from consideration. The Procurement and Contracts Division and the Housing and Community Development Department have evaluated the bids and recommend award to the lowest, responsive and responsible bidder, Tyrell Enterprises LLC for construction services in the amount of $146,617.49 plus a 20% contingency, should it be needed. |
