A Request for Proposals (RFP) for the subject project was issued on March 21, 2017. Five (5) firms responded to this solicitation, and the Consultants' Qualifications Board certified all five (5) firms on April 28, 2017. On May 3, 2017, the Advisory Committee shortlisted the top-ranked three (3) firms for formal interviews and oral presentations. After final presentations, on May 17, 2017, the Advisory Committee met to generate a ranking of the firms as follows:

This item was considered and approved by the CRA on June 5, 2017. At the June 19, 2017, CRA meeting, Commissioner Hill notified the agency board of her intent "to Move to Amend Something Previously Adopted to amend [the CRA's] prior action on RFP17-0247 to award the 10 homes to the top two ranked vendors...with 5 or 6 sites going to the top ranked firm (RL Burns, Inc.) and 4 or 5 going to the second ranked firm (Votum Construction)...with [the] Chief Procurement Official being given the authority to award the sites among the [two] vendors as he finds most economical and efficient." |
