The City of Orlando Housing and Community Development Department Program Year 2017 Annual Action Plan for the U.S. Department of Housing and Urban Development (HUD) housing and community development programs - Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), HOME Investment Partnerships (HOME), and Housing Opportunities for Persons with AIDS (HOPWA).

Summary:

As a HUD formula grant recipient, the City of Orlando is required to develop a five-year strategic plan, referred to as the Consolidated Plan, and Annual Action Plans in order to receive funds under the CDBG, ESG, HOME, and HOPWA formula grant programs.  The 2016-2020 Consolidated Plan, adopted by City Council on 7/25/2016, identifies resources and strategies to assist in meeting the City's housing and community development needs and includes a plan for monitoring performance. 

The Program Year 2017 Annual Action Plan is a component of the 2016-2020 Consolidated Plan.  The proposed Annual Action Plan describes specific activities to be carried out under the four HUD grant programs to meet the overall Consolidated Plan goals and strategies to develop viable urban communities by providing decent housing, a suitable living environment and expanded economic opportunities for extremely low, low, and moderate-income income persons/households, with incomes not exceeding 80% of the median family income for the Orlando Metropolitan Statistical Area.  The total amount of funds anticipated to be available under the City's Program Year 2017 Annual Action Plan for Housing and Community Development Programs is $8,667,273.  A summary of the activities proposed in the Program Year 2017 Annual Action Plan is attached.

Input in developing the Program Year 2017 Annual Action Plan was secured through a series of public hearings, public notification, and participation of the CDBG Review Committee, the ESG Review Committee, and the HOPWA Review Committee.  A Public Notice was published in all zones of the Orlando Sentinel on June 25, 2017, announcing that draft copies of the document were available for public review.  Draft copies were made available to area libraries, community centers, and online at www.cityoforlando.net/housing.  Citizens were asked to submit comments on the draft documents from June 26, 2017 through July 14, 2017.  No comments were received.

Upon City Council approval, the 2017 Annual Action Plan will be sent to HUD for review and comments.  Upon HUD's approval of the document and review and approval of the final document by the City Attorney's office, the City will enter into a grant agreement with HUD for receipt of the Program Year 2017 funding under the CDBG, ESG, HOME, and HOPWA Programs.

A full copy of the Program Year 2017 Annual Action Plan is attached and is also available in the City Clerk's Office for the public review.


Fiscal & Efficiency Data:

A total of $6,642,926 is anticipated to be awarded to the City under the Program Year 2017 HUD grant allocation.  This total amount is comprised of the following grant allocations: 

  1. CDBG Program - $1,866,085
  2. ESG Program - $162,256
  3. HOME Program - $877,339
  4. HOPWA Program - $3,737,246

In addition to these anticipated Program Year 2017 grant allocations from HUD, the City estimates to receive $6,747 in program income from the HOME Program and plans to reallocate $395,378 in prior year CDBG funds and $1,622,222 in prior year HOPWA funds to carry out the activities identified in the 2017 Annual Action Plan.


Recommended Action:

1. City Council approval of the Program Year 2017 Annual Action Plan to be submitted to HUD for review and approval.

2. Authorize the Mayor, as the certifying officer, to execute the standard HUD application forms and certifications.

3. Approve and authorize the Mayor/Mayor Pro Tem to execute the corresponding grant agreements for the CDBG, ESG, HOME, and HOPWA Programs for the receipt of Program Year 2017 funding from HUD, after review and approval of the documents by the City Attorney's Office.
