Subject:Certification of 2017 Non-Ad Valorem Assessment Rolls to be placed on the Orange County Real Property Tax Bill.
Summary:

On January 22, 1996, the City Council of the City of Orlando, Florida (the "City Council") enacted its Home Rule Special Assessment Ordinance enabling the City to levy non-ad valorem assessments on properties within the jurisdictional limits of the City that are specially benefited by certain local improvements or local services.  The City Council subsequently adopted resolutions authorizing a non-ad valorem assessment to be levied, collected and enforced against specially benefited real property in the following assessment areas:

(1)   Country Club Drive Special Assessment Area

(2)   East Gore Street / South Osceola Avenue Special Assessment Area

(3)   Embassy Suites Hotel Special Assessment Area

(4)   Marks Street Special Assessment Area

(5)   Downtown Movie Theater Completion Special Assessment Area

(6)   Paramount Lake Eola Special Assessment Area

(7)   Reading Drive Special Assessment Area

(8) Washington Street Special Assessment Area

Fiscal and Efficiency Data:Not applicable - Repayment of special assessment loans as shown on the attached spreadsheets.
Recommended Action:Approve all of the 2017 Non-Ad Valorem Assessment Rolls attached and authorize the Mayor to certify each of the Non-Ad Valorem Assessment Rolls to the Orange County Tax collector by  September 15, 2017.
