Facility Use Agreement with OCPS for "Alternative to Out of School Suspension" Program

Summary:

On September 8, 2014, the Orlando City Council approved a three year Facility Use Agreement for Orange County Public Schools to provide an “Alternative to Out of School Suspension” Program at the Dr. James R. Smith Center, so that students who have been suspended from school can continue their studies during the period of suspension.

 

The pilot program has been successful, and OCPS has identified additional funding to continue the program for another 3-year period beginning June 30, 2017.  This “Alternative to Out of School Suspension” Agreement will allow OCPS to continue to utilize designated space within the Smith Center, Monday through Friday when school is in session, during the hours of 7:30 a.m. - 3:00 p.m. OCPS will staff the designated space, at OCPS expense, with a classroom instructor, an assistant instructor/paraprofessional/aide and an off-duty police officer or uniformed OCPS security officer, and will be fully responsible for supervising all participants.  No more than twenty-five (25) youth will participate in the program at any given time.

Recommended Action:

Approve the attached Facility Use Agreement with OCPS, including authorizing the City’s Director of Families, Parks, and Recreation to renew the agreement upon mutual written consent of the parties and without further approval from Orlando City Council. In addition, should OCPS wish to expand the program to other City recreation locations in the future, authorize the City's Director of Families, Parks and Recreation to modify the Agreement to include the new location(s) under the same terms and conditions.
