Summary:
The Advisory Council of the Downtown South Neighborhood Improvement District (DSNID) met on April 12, 2017. Attached are the meeting minutes. The following actions and items were discussed and recommended for approval by the Board of Directors at this meeting:
1. The Advisory Council forwarded a recommendation to extend the employment contract of Bill Kercher, the Interim Program Manager for the DSNID, for an additional three months. The City is in the process of recruiting a permanent Project Manager to manage the activities of the DSNID.
2. The Advisory Council recommended that the DSNID allocate up to $750,000 towards a streetscape enhancement to Orange Avenue between Gore and Muriel Streets. Similar to the already allocated section south of Grant Street, FDOT is seeking partners to forward work on this section of Orange Avenue during a 3R (re-milling, re-surfacing, re-striping) project, and seeks partners for the differential costs of proposed streetscape enhancements. Transportation Planning staff will be coordinating matching funds through Metroplan for this project - which will complete the streetscaping of the entire Orange Avenue corridor between Michigan and Gore Streets.
3. The Advisory Council recommends approval of a Comprehensive Long Term Financing Plan (attached), which details potential expenditures over the next 5 years, and anticipates future projects until the current expiration of the DSNID.
4. The Advisory Council recommends that the City and DSNID renew an interlocal agreement for management and services of the DSNID's activities.
