The City owns a vacant commercial lot located just east of Camping World Stadium at 1404 W Church St.   Commonly referred to as Lot # 6, the lot is used for general parking needs of various City venues. 

The First Haitian Free Church of Nazarene by Faith (Church) owns property located to the east of City’s parking Lot 6 at 220 S Orange Blossom Trail and has a need (on a part time basis) for overflow parking for its parishioners and guests. 

City staff proposes to license the use of Lot 6 to Church pursuant to the terms in the attached Parking License Agreement (Agreement).  The Church will pay a fee of $500.00 per month and may use Lot 6 on Sundays from 6:00 am to 5:30 pm and on other days, if needed, upon request and subject to availability and Venues staff approval.  The Church will be responsible for cleaning up the lot by picking up any trash or debris following its use and will provide insurance cover.  The term of the Agreement will be 12 months beginning May 1, 2017 and ending April 30, 2018.  The term may be extended in the City’s sole discretion for two (2) additional terms of one (1) year each.  Either party may terminate the agreement upon thirty (30) days prior written notice.  

Approval and authorization for the Mayor/Pro Tem and City Clerk to execute the Agreement, substantially in the form attached, and authorization, without further City Council approval, for the Venues Director to execute the renewal options, so long as such approvals are in conformance with the terms and conditions of the Lease, all subject to the review and approval of the City Attorney’s Office.
